Advocating for a strong ECI sector in Victoria’s 2026-27 State Budget
ECIA VIC/TAS has provided a detailed submission to the Victorian State Budget 2026-2027, calling for increased investment and policy support to enhance early childhood intervention (ECI) services across Victoria and Tasmania. By strengthening the workforce, improving access, and fostering integrated, family-centred services, the sector can better meet the needs of Victoria’s diverse communities.
Here’s a top-level recap of key focus areas for the ECI sector and our recommendations.
Workforce investment and capacity building
A key focus of the submission is the workforce crisis facing the sector. We urge the Victorian Government to invest in the recruitment, training, and retention of skilled early childhood intervention professionals. This includes funding for professional development, scholarships, and incentives to attract practitioners to rural and regional areas, ensuring equitable access to services.
Supporting families through improved funding models
The submission recommends revising funding models to provide sustainable and flexible support tailored to the diverse needs of families. We emphasise the importance of family-centred approaches and the need for adequate resources to empower families as active partners in their child’s development.
Addressing growing demand for ECI
We highlight the urgent need to expand and strengthen ECI services to meet the rising demand from families of with children experiencing developmental concerns, disability, or complex needs. The submission stresses that timely, high-quality intervention during early childhood is critical to improving lifelong outcomes for children and their families.
Enhancing service accessibility and integration
We call for increased funding to improve service accessibility, particularly for vulnerable and underserved communities. The submission advocates for integrated service models that connect early childhood intervention with health, education, and community support systems. This holistic approach aims to provide seamless support for children and families, reducing barriers and improving outcomes.
Commitment to equity and inclusion
ECIA VIC/TAS stresses that budget allocations must prioritise equity and inclusion, ensuring that children from culturally and linguistically diverse backgrounds, Aboriginal and Torres Strait Islander communities, and those living in regional and remote areas receive culturally appropriate and accessible services.
Investing in innovation and research
The submission encourages investment in innovative practices, technology, and research within the early childhood intervention sector to continually improve service delivery and outcomes. This includes support for data collection and evaluation to inform evidence-based policy and practice.
Our submission to the Victorian State Budget 2026-2027 paints a hopeful picture of a future where all children with developmental challenges receive the early support they need to thrive.
